Done in 2008.
My hands must have been very shaky when drawing this - Jigglypuff has an odd shape to it. I drew it with a mechanical pencil. Perhaps I was too focused on perfecting the shape to the point I drew too carefully. Not my best drawing, I must add. At least it's recognisable! The colouring also helps to tone down the flaws.
